Fascists, historically, are surprisingly candid about the world they intend to create. Those they target, despite this transparency, are surprisingly obtuse about what is coming.

The most ominous warning to date from our homegrown fascists is the latest Presidential memo, “Countering Domestic Terrorism and Organized Political Violence.” It accuses any critic of law enforcement, Immigration and Customs Enforcement (ICE), the American empire, capitalism, the Christian right, the persecution of immigrants and those that decry discrimination based on race and gender, as well as those who question white, male patriarchy, described as “traditional American views on family, religion, and morality,” of fomenting “violent revolution.”

It is a declaration of war on the so-called “radical left,” those the Trump administration blames for “heinous assassinations and other acts of political violence” from the murder of the right-wing pundit Charlie Kirk to “the 2024 assassination of a senior healthcare executive and the 2022 assassination attempt against Supreme Court Justice Brett Kavanaugh.” The memo goes on to list the two assassination attempts against Trump.

The memo, typical of the self-serving narratives favored by Trump, ignores the murder by a Christian nationalist of Democratic Minnesota state legislator Melissa Hortman and her husband, and the attempted murder of state senator John Hoffman and his wife.

These “anti-fascists”, the White House memo warns ominously, “have created a movement that embraces and elevates violence to achieve policy outcomes, including justifying additional assassinations”.

The memo’s definition of state enemies is by design amorphous, grounded in the fiction of phantom organizations bent on murder and sedition. The accusations are absurd. They are not based on evidence or verifiable fact. But, as in all totalitarian regimes, truth is whatever those in power declare it to be. This “truth” justifies the crusade.

The memo brazenly inverts the rule of law. It turns the law into an instrument of injustice. It uses the decorum of federal agencies, the courts and trials to legalize state crimes. It is grounded in magical thinking, bizarre conspiracy theories and a paranoia that sees the most tepid acts of dissent or criticism as treason.

Those who defy the state will, I expect, be decapitated one by one. The forlorn hope that the state will tolerate those who obey will silence many who have already been condemned.

“Universal innocence”, Aleksandr Solzhenitsyn writes in The Gulag Archipelago, “also gave rise to the universal failure to act. Maybe they won’t take you? Maybe it will all blow over”.

“The majority sit quietly and dare to hope”. he writes. “Since you aren’t guilty, then how can they arrest you? It’s a mistake!”

“Does hope lend strength or does it weaken a man?” Solzhenitsyn asks.

“If the condemned man in every cell had ganged up on the executioners as they came in and choked them, wouldn’t this have ended the executions sooner than appeals to the All-Russian Central Executive Committee? When one is already on the edge of the grave, why not resist?”

“But wasn’t everything foredoomed anyway, from the moment of arrest?” he asks. “Yet all the arrested crawled along the path of hope on their knees, as if their legs had been amputated.”

Totalitarian regimes promulgate broad security decrees, from Stalin’s Article 70 to the Nazis’ Malicious Practices Act, to give themselves the sweeping powers to indiscriminately target anyone.

The memo lays out in chilling detail what I assumed in my column “We Are All antifa Now” was behind the Trump administration’s designation of antifa as a terrorist group. The designation allows the state to brand all dissidents as supporters of antifa and prosecute them as terrorists.

The memo says that state and federal agencies, adopting “a new law enforcement strategy” will “investigate and disrupt networks, entities, and organizations that foment political violence so that law enforcement can intervene in criminal conspiracies before they result in violent political acts”. These “organized structures, networks, entities, organizations, funding sources” will, the memo promises, be disbanded and uprooted.

This is to be a preemptive war. It will be waged against those individuals – James Comey, John Bolton, George Soros and Reid Hoffman – and institutions, including the Democratic Party – which Stephen Miller has labeled a “terrorist organization” – universities and the media, which threaten Trump’s absolute grip on power.

This is not simply a war on the left, which is a marginal and ineffective force in American society, but a war on the remnants of our liberal institutions and those that support them. Once these establishment institutions and their representatives are neutered those of us on the left will be next.

The memo instructs Federal law enforcement agencies to detain “question and interrogate” individuals suspected or accused of “political violence or lawlessness”. It demands the Internal Revenue Service (IRS) strip organizations of their tax-exempt status if they are seen by the state as “directly or indirectly financing political violence or domestic terrorism” and report them to “the Department of Justice for investigation and possible prosecution”.

I spent two years with the architects of our emergent fascism when I wrote my book “American Fascists: The Christian Right and the War on America”. They do not hide their vision for America. They plan to make the legal system subservient to dogma. They hate the “secular humanist” society based on science and reason. They dream of making the Ten Commandments the basis of the legal system. They plan to teach Creationism or “Intelligent Design” in public schools and make education overtly “Christian”. They brand the LGBTQ community, immigrants, secular humanists, feminists, Jews, Muslims, criminals, and those dismissed as “nominal Christians” — meaning Christians who do not embrace the fundamentalist interpretation of the Bible — as deviants. These deviants are worthy only of being silenced, imprisoned or killed.

They condemn government assistance programs, especially for the poor. The climate crisis is a hoax. They call for the federal government to be reduced to protecting property rights, “homeland” security and waging war. They want church organizations to run social-welfare agencies and schools. They demand the expansion of the death penalty to include “moral crimes”, including apostasy, blasphemy, sodomy, and witchcraft, as well as abortion, which will be treated as murder. They call for a return to white, male patriarchy by mythologizing the past. They demand women be denied contraception, access to abortion and equality under the law. The only legitimate voices in public discourse and the media, to them, are “Christian”. America is sacralized as an agent of God. Those who defy the “Christian” authorities, at home and abroad, are agents of Satan.

These Christian fascists are incapable of dealing in the world of ideas, nuance and complexity. Stunted by emotional numbness and an inchoate rage, they are unable to communicate in any language other than threats and coercion. Diplomacy, scholarship, culture and journalism are an anathema. One’s duty is to obey.

These are the ideological underpinnings of this memo and the society those who authored it plan to create.

Power in the age of Trump is based on blind personal loyalty. Rights are privileges that can be instantly revoked. Lies replace truth. Opinions replace facts. History is erased and rewritten. The cult of leadership replaces politics.

Paranoia grips the ruling elite, composed of narcissists, buffoons and gangsters, who feed off conspiracy theories. They see mortal enemies everywhere and live in a hermetically sealed non-reality-based universe. They are creating a pseudo-democracy populated with pseudo-legislators, pseudo-courts, pseudo-journalists, pseudo-intellectuals, pseudo-Christians and pseudo-citizens.

Fascists mean what they say. The rhetoric condemning the rest of us is not hyperbolic. They cannot be reasoned with. We cannot open channels of dialogue and communication. Our anemic and calcified democracy, including our bankrupt liberal institutions, cannot defeat them. Fascists are the swamp creatures that rise up out of all failed democracies.

Our enemies intend to implement this dystopia. The question is not if, but when. How long before the iron bars slam shut and America as we know it disappears? How long before the state rounds us up and hauls us away?

I can’t say. But it won’t be long.

BY PAUL STREET AUGUST 19, 2022

Liberals and moderates complain endlessly about the awfulness of Trumpian Republifascists in their families, workplaces, and communities and of course in United States politics. It’s understandable given the boundless vicious stupidity of the Trump era Amerikaners – the vast mass of MAGAts whose demented voices are so disproportionately over-represented in.US politics thanks to the right-tilted Minority Rule nature of the United States electoral and governance regime (see point # 5 below). Decent human beings have a legitimate need to vent about the monstrously mainstreamed far-right malignancy that stalks the land and controls one of its two viable political parties. Still, it’s tiresome to behold the nonstop eye-rolling and whining from liberals and moderates who commonly say little or nothing about the broader context within which Republi-fascism has arisen and who seem have to lack any real sense of how one might fight this deadly pathology beyond the passive resistance of bitching, mocking, and voting for nauseating, fascism-complicit corporate Democrats once every two and/or four years.

There are many intersecting streams feeding into the river of US-American fascitization. The overlapping and combining tributaries include the following:

A capitalist system whose underlying tendency towards the ever-increasing concentration of wealth and hence power repeatedly humiliates, de-legitimizes, and discredits democracy in the eyes of masses, helping open the door to authoritarian “solutions.” This system’s inherent generation of ecological crises creates catastrophes certain to fuel late fascism.

A capitalist “ruling class” too fractured, amoral, and parasitic to prevent fascist consolidation and containing considerable sectors and individuals more than happy to replace previously normative bourgeois democracy with more openly authoritarian rule. (The US capitalist class has not been given anything close to proper responsibility for Trump and Trumpism-fascism, which masquerades as “populist” and even “working-class” with help from intellectuals who should know better.)

A “Weimar” Democratic Party of “inauthentic opposition” whose longstanding acquisition by corporate and financial elites militates against serious resistance to authoritarian rule.

A government and political order captured by and working hand in glove with giant socio-pathological corporations and financial institutions whose only allegiance is to investor profit.

A party and election system and governance order tilted far to the Minority Rule right of majority public opinion by an interconnected slew of horrific institutions and practices significantly inherited from late 18th Century slaveowners and other propertied elites for whom democracy was the ultimate nightmare: the Electoral College, the absurdly malapportioned Senate, the gerrymandered House, states’ rights, judicial review, strictly time-staggered winner- take-all two-capitalist-party-only elections plagued by unchecked big money control mandated corrupt and oligarchic campaign finance rules and practices.

A media-politics culture that promotes an infantilizing cult of savagely time-staggered voting in a reactionary, right-tilted electoral regime that is wired to undermine, capture, and destroy popular solidarity and social movements. Howard Zinn captured the cult-like aspects of this disastrous addiction in March of 2008: “The election frenzy…seizes the country every four years because we have all been brought up to believe that voting is crucial in determining our destiny, that the most important act a citizen can engage in is to go to the polls and choose one of the two mediocrities who have already been chosen for us [by the ruling class – P.S.] . It is a multiple-choice test so narrow, so specious, that no self-respecting teacher would give it to students.” The criticism applies to a somewhat lesser degree in relation to mid-term election, between quadrennial electoral extravaganzas. (Just this morning, I heard an N“P”R report from Florida in which a nurse explained what she tells patients and others is “all they can do” for abortion rights and other key policy matters: “Two things- first, vote, second, get someone else to vote. That’s it.” Great advice under the killing confines of the regime described one point above!)

A corporate commercial media whose main purpose beyond selling goods and services is to manufactures mass consent to class rule, empire and intimately related hierarchies of race, gender, and nationality. In its entertainment wing no less (if not more powerfully) than in its news formats, this dominant media sells sadistic, sexist, racist, and nationalist violence while propagating hyper-atomized individualism, consumerist one dimensionality, anti-intellectualism, and narrow identity politics. It relentlessly assaults masses’ cognitive and emotive capacity for reason, critical vision, empathy, and solidarity. It filters past and current events in ways that normalize and eternalize oppression. And of course, it relentlessly advances and normalizes the “vote”-addicted “election madness” (Zinn) described in the previous point.

A massive police, surveillance, and incarceration state that imprisons a far greater (and disproportionately nonwhite) share of its population than any other nation Earth – a remarkable accomplishment for a county that calls itself the beacon freedom and democracy.

Saturation of the nation with more than 440 million firearms, including at least 25 million military assault rifles, disproportionately in the hands of right-wing racists, sexists, nativists, and nationalists.

A vast military Empire and military industrial complex that steals vast resources from the potential meeting of social needs while legitimating violent nationalism and global aggression (while transferring wealth and power into the hands of the capitalist oligarchy.

An educational-industrial complex that inculcates passivity, conservativism, specialization, individualism, subordination, appeasement, hierarchy, oppression, identitarianism, and narrowness over rebellion, liberation, critical thinking, many-sidedness, solidarity, radical class analysis, active resistance, egalitarianism, and revolutionary vision. This bankrupt ideological structure has hatched a “chickenshit conformist” intelligentsia that lacks the courage and vision to tell people the full truth about the depth and degree of the authoritarian menace that stalks the land – and the rooting of that menace in the nation’s underlying and interrelated unelected dictatorships of capital and empire. It scoffs at and scandalously maligns and misrepresents the notion of popular revolution over and against those dictatorships.

A relentless, many-sided dumbing down of the population so savage that“more than half of Americans between the ages of 16 and 74 (54%) read below the equivalent of a sixth-grade level.”

Absurdly long working hours that leave masses without time to participate knowledgably and meaningfully in popular struggle.

Disastrously high consumer and student debt and economic inequality that combines with a mass consumerist ethos and corporate oligopolistic pricing to keep masses on a seemingly endless treadmill of work, spend, and pay.

A pathetic and decrepit “left” plagued by cringingly revisionist non- and even anti-revolutionary maladies: a soulless pseudo-workerist “what’s in for me?” economism; rampant egotism and narcissism; chronic sectarianism; “anarchist” and “anti-authoritarian” refusal to building lasting peoples’ movements and durable leadership; a hyper-identitiarian wokesterism.

Mass indifference to and abhorrence of politics on the part of millions of decent, non-fascistic people.

This last problem has been weighing heavily on my mind in recent years. It is wonderful to find hundreds and sometimes even thousands of folks ready to confront authority and “the whole damn system” in the streets and public squares. Still, it is difficult to watch a much larger mass of individuals pass marches, rallies, banners, tables, and leaflets by, seemingly indifferent to atrocities – liked forced motherhood and the continuing racist murder of Black people by police – that they too-privately oppose.

“The best lack all conviction,” William Butler Yeats wrote, “while the worst are full of passionate intensity.” True to that line, I have often been struck at family and social gatherings by how much more interested Republi-fascists are in hearing my revolutionary views – and in discussing politics – than are the liberals and moderates. The FOX News-polluted Republikaner freaks might be mired in vicious and stupid beliefs but at least they give a f*#k in their own horrific way. They bring “passionate” if lethal and idiotic “intensity” to political topics.

The more civilized, cultured, and virtuous folks in the room are commonly far less animated to say the least. Their non-authoritarian views lack public conviction. To be sure, they typically vote Democratic once every two and/or four years. That’s enough disturbing “politics” for them. They often look away and absent themselves from the conversation when political topics come up. A few of these demure and honorable people speak language from the recovery and therapy cultures, rhetoric on how “it’s dysfunctional to concentrate on stuff you can’t change. Focus on something in your actual sphere of influence, like your career or your retirement plan.” Some of these thankfully non-fascist folks turn their repudiation of engagement almost into a pathology. They may not want an authoritarian, patriarchal, and white nationalist order but they have no interest in discussing how and why the nation sits at the brink of neofascistic rule and what could and must be done to prevent that from happening.

Which brings me to something Dr. Martin Luther King, Jr, wrote in 1958: “He who passively accepts evil,” King said, “is as much involved in it as he who helps to perpetrate it. He who accepts evil without protesting against it is really cooperating with it. There comes a time,” King also remarked, “when silence is betrayal. In the end,” King added, “we will remember not the words of our enemies but the silence of our friends.”

King voiced similar sentiments five years later in his justly famous Letter from a Birmingham Jail, where he worried that “the great stumbling block in the stride toward freedom is not the White Citizen’s Council-er or the Ku Klux Klanner, but the white moderate who…prefers a negative peace which is the absence of tension to a positive peace which is the presence of justice…Shallow understanding from people of goodwill,” King wrote, “is more frustrating than absolute misunderstanding from people of ill will. Lukewarm acceptance is much more bewildering than outright rejection.”

We desperately need less silence and more truth telling and activism from our friends, from the decent people. Politics is indeed an ugly game, especially in the US thanks in no small part to the factors I listed above. But retreating from engagement only makes it worse. It’s no mere accident that the capitalists and the right have long worked to make politics toxic: it’s an old strategy to discourage activism, passionate intensity, and conviction on the part of the people, the majority of whom do NOT share right-wing values.

But withdrawal and mere spectatorship if even that (I know “good people” who now refuse to even pay attention to the news “horror show”) just make the game worse, even calamitous. Dropping politics, policy, the placement of societal decisions into the category of The Serenity Prayer’s conception of “things beyond our sphere of influence” is a self-fulfilling prophecy. Other and very dangerous people and forces do not feel the same way about things! They are quite actively using others’ withdrawal to turn the planet into a massive Hell of detention camps stewing in a planet being turned into a giant Greenhouse Gas chamber. The game has a way of leaping up off the court/field/pitch/rink and swallowing everything whole, including the crowd and everyone else outside the arena. The “negative peace” doesn’t last. It doesn’t work. It helps bring into being a positive Hell on Earth.

Never forget the counsel of the anti-Nazi German Lutheran pastor Martin Niemöller:

‘‘First they came for the socialists, and I did not speak out—because I was not a socialist. Then they came for the trade unionists, and I did not speak out—because I was not a trade unionist. Then they came for the Jews, and I did not speak out—because I was not a Jew. Then they came for me—and there was no one left to speak for me.’

Words worth remembering as red zone school and library districts remove “controversial” books from shelves, including an illustrated version of The Diary of Ann Frank in suburban Fort Worth, Texas.

The Republifascists have come big time for women and girls in the hideous Dobbs decision. But make no mistake. The undoing of abortion rights is just the beginning, a pulling of the string meant to unravel the whole yarn ball of civil, social, and human rights that have been won through years dedicated popular struggle.

The absence of conviction and passionate intensity is not limited to liberals and moderates. Serious Marxist and radical thinkers I know deeply grasp and recognize the US Republi-fascist specter and its capitalist, racist, sexist, imperialist, Christian, bipartisan, and nationalist roots and dimensions but share little if any of my “wild-eyed” notion that anything much can or will be done to slay the authoritarian beast – certainly nothing like a revolution, which is all-knowingly proclaimed a pointless pursuit by armchair Marxists who have never lifted a finger to bring one about, much less given any serious consideration to what would be involved in making one built to last. The pessimism of their minds has negated the optimism of their wills (to use the fascism-incarcerated Antonio Gramsci’s terms). But that’s another topic for another day.

By Chris Hedges / Special to Scheerpost.com – 15 June 2020

Police take the knee. NASCAR and the U.S. Marine Corps ban the display of the Confederate flag. Nancy Pelosi uses a kente scarf as a political prop. Joe Biden, one of the driving forces behind militarized police, the massive expansion of mass incarceration and the doubling and tripling of sentences, speaks at George Floyd’s funeral. The National Football League apologizes for its insensitivity to racism, although no teams appear to be negotiating with Colin Kaepernick.

The mayor of Washington D.C., Muriel Bower, had the words “Black Lives Matter” painted in 35-foot-tall letters on a street near the White House but has also proposed a $45 million increase in the police budget and the construction of a $500 million new jail. The press, which does not confront corporate power and rarely covers the poor, rendering them and their communities invisible, engages in circular firing squads, sacking or admonishing editors and journalists for racially insensitive thoughtcrimes, to advertise its commitment to people of color.

Once again, we see proposed legislation to mandate police reform — more body cameras, consent decrees, revised use-of-force policies, banning chokeholds, civilian review boards, requiring officers to intervene when they see misconduct, banning no-knock search warrants, more training in de-escalation tactics, a requirement by law enforcement agencies to report use-of-force data, nationally enforced standards for police training and greater diversity — proposals made, and in several cases adopted in the wake of numerous other police murders, including those of Eric Garner, Michael Brown and Philando Castile. The Minneapolis Police Department, for example, established a duty to intervene requirement by police officers after the 2014 killing of Brown in Ferguson. This requirement did not save Floyd.

Police unions, often little more than white hate groups, continue to have the unassailable power to brush aside would-be reformers, including community review boards, mayors and police chiefs. These unions generously bankroll the campaigns of elected officials, including public prosecutors, who do their bidding. Police unions and associations have contributed $7 million to candidates running for office in New York state alone, including $600,000 to Andrew Cuomo during his gubernatorial campaigns.

It is, as Yogi Berra said, “déjà vu all over again.”

The public displays of solidarity are, as in the past, smoke and mirrors, a pantomime of faux anguish and empathy by bankrupt ruling elites, including most Black politicians groomed by the Democratic Party and out of touch with the daily humiliation, stress of economic misery and suffering that defines the lives of many of the protesters.

These elites have no intention of instituting anything more than cosmetic change. They refuse to ask the questions that matter because they do not want to hear the answers. They are systems managers. They use these symbolic gestures to gaslight the public and leave our failed democracy, from which they and their corporate benefactors benefit, untouched. What we are watching in this outpouring of televised solidarity with the victims of police violence is an example of what Bertram Gross calls “friendly fascism,” the “nice-guy mask” used to disguise the despotism of the ultra-rich and our corporate overseers. Whatever you think about Donald Trump, he is at least open about his racism, lust for state violence and commitment to white supremacy.

The crisis we face is not, as the ruling elites want us to believe, limited to police violence. It is a class and generational revolt. It will not be solved with new police reforms, which always result, as Princeton professor Naomi Murakawa points out in her book “The First Civil Right: How Liberals Built Prison America,” in less accountable, larger and more lethal police forces.

The problem is an economic and political system that has by design created a nation of serfs and obscenely rich masters. The problem is deindustrialization, offshoring of manufacturing, automation and austerity programs that allow families to be priced out of our for-profit healthcare system and see nearly one in five children 12 and younger without enough to eat.

The problem is an electoral system that is legalized bribery designed to serve a tiny, unaccountable cabal of oligarchs that engage in legalized tax boycotts, deregulation, theft and financial fraud. The problem is that at least half of the working class and working poor, a figure growing exponentially as the pandemic swells the ranks of the unemployed, have been cast aside as human refuse and are being sacrificed on the altar of profit as the country reopens for business and the pandemic crashes in wave after wave on front line workers.

The problem is the diversion of state resources, including over half all federal discretionary spending, to an unaccountable military machine that wages endless and futile wars overseas, the savage face of white supremacy beyond our border. This military machine perfects its brutal tactics and tools for control on people of color in the Middle East, as it did in other eras in Vietnam, Latin America and the Philippines. It passes on this knowledge, along with its surplus equipment, including sophisticated equipment for wholesale surveillance, drones, heavily armed SWAT teams, grenade launchers and armored vehicles, to police at home. Smashing down a door and terrorizing a family in a night police raid in Detroit looks no different from a night raid carried out against an Afghan family by Army Rangers in Kandahar.

Empires eventually consume themselves. Thucydides wrote of the Athenian empire that the tyranny it imposed on others it finally imposed on itself.

The entrenched racism in America has always meant that poor people of color are the first cast aside in society and disproportionately suffer from the most brutal forms of social control meted out by the police and the prison system. But there will not be, as Martin Luther King pointed out, racial justice until there is economic justice. And there will not be economic justice until we wrest power back from the hands of our corporate masters.

Until that happens, we will go through cycle after cycle of brutal police murders and cycle after cycle of the profuse apologies and promises of reform. We are trapped in an abusive relationship. When we finally have enough, when we cry out in pain and walk out, our abuser comes after us with flowers and apologies and promises to change. Back we go for more.

My hope is that this time around the gaslighting will not work. The protestors that have taken to the streets in some 750 cities are young, diverse, angry and savvy. Many were betrayed by the Democratic Party hierarchy who once again ganged up on Bernie Sanders to shove a corporate stooge down our throats, the calculation by the ruling elites being that as awful as Biden is, we will vote for him because he is not Trump. That this tactic failed in 2016 doesn’t seem to faze the oligarchs.

Many of those in the streets can’t find meaningful work, are often burdened by large sums of student debt and have realized that in this world of serfs and masters they don’t have much of a future. They understand that if these protests are to succeed, they must be led by people of color, those who suffer disproportionally from the inequities and violence meted out by the occupying forces of the corporate state. And they also know that social inequality is at the root of the evil we must vanquish.

The ruling elites will never willingly defund or abolish the police, which cost taxpayers $100 billion annually and often eat up half of city budgets, for the same reason they will never pay a minimum wage to the 2.3 million prisoners who work in our ever-expanding gulag. By defunding or abolishing the police, or by paying prison workers fair wages, the primary bulwark used to keep a subjugated population in check will be removed, or in the case of prisons make the system of neo-slavery financially unsustainable.

Rather, the elites, while assuring us that they feel our pain, will insist, as Biden is doing, that by throwing even more money at the police, and increasing police numbers on the streets of our cities, police will be accountable. This is true. But the police will be accountable not to us but the ruling class.

In 1994, then Senator Biden pushed through the Violent Crime and Law Enforcement Act. It was supported by the Congressional Black Caucus, evidence of the growing disconnect between black political elites and those they should protect. The caucus has, in the face of the current crisis, once again called for the tired and toothless reforms that got us into this mess. “Black elected officials have become adept at mobilizing the tropes of Black identity without any of its political content,” notes Keeanga-Yamahtta Taylor in the New York Times.

The bill authorized $30.2 billion over six years for police and prisons. Biden boasted that he “added back into the Federal statutes over 50 death penalties — 50 circumstances in which, if a person is convicted of a crime at a Federal level, they are eligible for the death penalty.” The bill, he bragged, authorized “over 70 increased — 70, seven zero — 70 increased penalties in new offenses covering violent crimes, drug trafficking, and gun crimes.” It also established the Community Oriented Policing Services or COPS Program that has handed more than $14 billion to state and local governments, most of the money used to hire more police. COPS also provided $1 billion to place police in schools, accelerating the criminalization of children.

The 1994 bill more than doubled the prison population. The United States now has 25 percent of the world’s prison population, although we are 4 percent of the world’s population. Half of the 2.3 million people in our prisons have never been charged with physically harming another person and 94 percent never had a jury trial, coerced to plea out in our dysfunctional judicial system.

Biden proudly said in 1994 he represented a new Democratic Party that was tough on law and order. “Let me define the liberal wing of the Democratic Party,” he said at the time. “The liberal wing of the Democratic Party is now for 60 new death penalties. That is what is in this bill. The liberal wing of the Democratic Party has 70 enhanced penalties, and my friend from California, Senator Diane Feinstein, outlined every one of them. I gave her a list today. She asked what is in there to every one of them. The liberal wing of the Democratic Party is for 100,000 cops. The liberal wing of the democratic Party is for 125,000 new State prison cells.”

There is only one way to defeat these forces of occupation and the ruling elites they protect. It is not through voting. It will come from the streets, where tens of thousands of courageous men and women, facing arrest, indiscriminate police violence, economic despair and the threat of Covid-19, are fighting for not only an end to racism, but for freedom.
