America: Land of Make-Believe

By Chris Hedges

If what happens in courtrooms across the country to poor people of color is justice, what is happening in the Senate is a trial. If the blood-drenched debacles and endless quagmires in the Middle East are victories in the war on terror, our military is the greatest on earth. If the wholesale government surveillance of the public, the revoking of due process and having the world’s largest prison population are liberty, we are the land of the free.

If the president, an inept, vulgar and corrupt con artist, is the leader of the free world, we are a beacon for democracy and our enemies hate us for our values.

If Jesus came to make us rich, bless the annihilation of Muslims by our war machine and condemn homosexuality and abortion, we are a Christian nation. If formalizing an apartheid state in Israel is a peace plan, we are an honest international mediator.

If a meritocracy means that three American men have more wealth than the bottom 50% of the U.S. population, we are the land of opportunity.

If the torture of kidnapped victims in black sites and the ripping of children from their parents’ arms and their detention in fetid, overcrowded warehouses, along with the gunning down of unarmed citizens by militarized police in the streets of our urban communities, are the rule of law, we are an exemplar of human rights.

The rhetoric we use to describe ourselves is so disconnected from reality that it has induced collective schizophrenia. America, as it is discussed in public forums by politicians, academics and the media, is a fantasy, a Disneyfied world of make-believe. The worse it gets, the more we retreat into illusions. The longer we fail to name and confront our physical and moral decay, the more demagogues who peddle illusions and fantasies become empowered.

Those who acknowledge the truth — beginning with the stark fact that we are no longer a democracy — wander like ghosts around the edges of society, reviled as enemies of hope. The mania for hope works as an anesthetic. The hope that Donald Trump would moderate his extremism once he was in office, the hope that the “adults in the room” would manage the White House, the hope that the Mueller report would see Trump disgraced, impeached and removed from office, the hope that Trump’s December 2019 impeachment would lead to his Senate conviction and ouster, the hope that he will be defeated at the polls in November are psychological exits from the crisis — the collapse of democratic institutions, including the press, and the corporate corruption of laws, electoral politics and norms that once made our imperfect democracy possible.

The embrace of collective self-delusion marks the death spasms of all civilizations. We are in the terminal stage. We no longer know who we are, what we have become or how those on the outside see us. It is easier, in the short term, to retreat inward, to celebrate nonexistent virtues and strengths and wallow in sentimentality and a false optimism. But in the end, this retreat, peddled by the hope industry, guarantees not only despotism but, given the climate emergency, extinction.

“The result of a consistent and total substitution of lies for factual truth is not that the lie will now be accepted as truth and truth be defamed as a lie, but that the sense by which we take our bearings in the real world — and the category of truth versus falsehood is among the mental means to this end — is being destroyed”, Hannah Arendt wrote of totalitarianism.

This destruction, which cuts across the political divide, leads us to place our faith in systems, including the electoral process, that are burlesque. It diverts our energy toward useless debates and sterile political activity. It calls on us to place our faith for the survival of the human species in ruling elites who will do nothing to halt the ecocide. It sees us accept facile explanations for our predicament, whether they involve blaming the Russians for the election of Trump or blaming undocumented workers for our economic decline. We live in a culture awash in lies, the most dangerous being those we tell ourselves.

Lies are emotionally comforting in times of distress, even when we know they are lies. The worse things get, the more we long to hear the lies. But cultures that can no longer face reality, that cannot distinguish between falsehood and truth, retreat into what Sigmund Freud called “screen memories”, the merger of fact and fiction. This merger destroys the mechanisms for puncturing self-delusion. Intellectuals, artists and dissidents who attempt to address reality and warn about the self-delusion are ridiculed, silenced and demonized. There are, as Freud noted in “Civilizations and Its Discontents”, distressed societies whose difficulties “will not yield at any attempt at reform”. But this is too harsh a truth for most people, especially Americans, to accept.

America, founded on the evils of slavery, genocide and the violent exploitation of the working class, is a country defined by historical amnesia. The popular historical narrative is a celebration of the fictional virtues of white supremacy. The relentless optimism and reveling in supposed national virtues obscure truth. Nuance, complexity and moral ambiguity, along with accepting responsibility for the holocausts and genocides carried out by slaveholders, white settlers and capitalists, have never fit with America’s triumphalism. “The illusions of eternal strength and health, and of the essential goodness of people — they were the illusions of a nation, the lies of generations of frontier mothers”, F. Scott Fitzgerald wrote.

In decay, however, these illusions are fatal. Powerful nations have the luxury of imbibing myth, even if decisions and policies based on the myth inflict damage and widespread suffering. But nations whose foundations are rotting have little latitude. The miscalculations they make, based on fantasy, accelerate their mortality.

Joseph Roth was one of the few writers in the 1930s in Germany who understood the consequences of the rise of fascism. In his essay “The Auto-da-Fé of the Mind”, which addressed the first mass burning of books by the Nazis, he counseled his fellow Jewish writers to accept that they had been vanquished: “Let us, who were fighting on the front line, under the banner of the European mind, let us fulfill the noblest duty of the defeated warrior: Let us concede our defeat”.

Roth knew that the peddling of false hopes in a time of radical evil was immoral. He had no illusions about his own growing irrelevance. He was blacklisted in the German press, unable to publish his books in Germany and his native Austria and thrust into dire poverty and often despair. He was acutely aware of how most people, even his fellow Jews, found it easier to blind themselves to radical evil, if only to survive, rather than name and defy malignant authority and risk annihilation.

“What use are my words”, Roth asked, “against the guns, the loudspeakers, the murderers, the deranged ministers, the stupid interviewers and journalists who interpret the voice of this world of Babel, muddied anyhow, via the drums of Nuremberg?”

“It will become clear to you now that we are heading for a great catastrophe”, Roth, after going into self-exile in France in 1933, wrote to the author Stefan Zweig about the ascendancy of the Nazis. “The barbarians have taken over. Do not deceive yourself. Hell reigns.”

But Roth also knew that resistance was a moral if not a practical obligation in times of radical evil. Defeat might be certain, but dignity and a determination to live in truth demanded a response. We are required to bear witness, even if a self-deluded population does not want to hear, even if that truth makes certain our own marginalization and perhaps obliteration.

“One must write, even when one realizes the printed word can no longer improve anything”, Roth explained.

This battle against collective self-delusion is a battle I fear we will not win. American society is fatally wounded. Its moral and physical corruption is beyond repair.

Hope, real hope, names the bitter reality before us. But it refuses to succumb, despite the bleakness, to despair. It cries out to an indifferent universe with every act carried out to name, cripple and destroy corporate power. It mocks certain defeat. Whether we can succeed or not is immaterial. We cannot always choose how we will live. But we can choose how we will die. Victory is about holding on to our moral autonomy. Victory is about demanding, no matter the cost, justice. Victory is speaking the truths the ruling elites seek to silence. A life like this is worth living. And in times of radical evil these lives—ironic points of light, as W.H. Auden wrote — impart not only hope but the power of the sacred.

[This column is drawn from notes that Chris Hedges wrote in preparing for a debate held today by the University of Toronto’s Munk School of Global Affairs and Public Policy. Hedges, speaking from Princeton, N.J., argued for the motion: “Be it resolved, politics isn’t working as usual. It’s time for a revolution.” Opposed was David Brooks, an op-ed columnist for The New York Times who spoke from Washington, D.C. A podcast of the contest will be available later.]

Karl Popper in “The Open Society and Its Enemies” warned against utopian engineering, massive social transformations led by those who believe they found a revealed truth. These utopian engineers carry out the wholesale destruction of systems, institutions and social and cultural structures in a vain effort to achieve their vision. In the process, they dismantle the self-correcting mechanisms of incremental and piecemeal reform that are impediments to that vision. History is replete with disastrous utopians — the Jacobins, the Marxists, the fascists and now, in our own age, the globalists, or neoliberal imperialists.

The ideology of neoliberalism, which makes no economic sense and requires a willful ignorance of social and economic history, is the latest iteration of utopian projects. It posits that human society achieves its apex when individual entrepreneurial actions are free from government constraints. Society and culture should be dictated by the primacy of property rights, open trade — which sends manufacturing jobs to sweatshops in China and the global south and permits the flow of money across borders — and unfettered global markets. Labor and product markets should be deregulated and freed from government oversight. Global financiers should be given control of the economies of nation-states. The role of the state should be reduced to ensuring the quality and integrity of money, along with internal and external security, and to privatizing control of land, water, public utilities, education and government services such as intelligence and often the military, prisons, health care and the management of natural resources. Neoliberalism turns capitalism into a religious idol.

This utopian vision of the market, of course, bears no relationship to its reality. Capitalists hate free markets. They seek to control markets through mergers and acquisitions, buying out the competition. They saturate the culture with advertising to manipulate public tastes and consumption. They engage in price fixing. They build unassailable monopolies. They carry out schemes, without checks or oversight, of wild speculation, predation, fraud and theft. They enrich themselves through stock buybacks, Ponzi schemes, structured asset destruction through inflation, asset stripping and the imposition of crippling debt peonage on the public. In the United States, they saturate the electoral process with money, buying the allegiance of elected officials from the two ruling parties to legislate tax boycotts, demolish regulations and further consolidate their wealth and power.

These corporate capitalists spend hundreds of millions of dollars to fund organizations such as Business Roundtable and the Chamber of Commerce and think tanks such as The Heritage Foundation to sell the ideology to the public. They lavish universities with donations, as long as the universities pay fealty to the ruling ideology. They use their influence and wealth, as well as their ownership of media platforms, to transform the press into their mouthpiece. And they silence heretics or make it hard for them to find employment. Soaring stock values, rather than production, become the new measure of the economy. Everything is financialized and commodified.

These utopians mutilate the social fabric through deindustrialization, turning once-great manufacturing centers into decayed wastelands, and the middle and working class, the bulwark of any democracy, into a frustrated and enraged precariat. They “offshore” work, carry out massive layoffs and depress wages. They destroy unions. Neoliberalism — because it was always a class project and this was its goal — redistributes wealth upward. “Robbed of the protective covering of cultural institutions,” Karl Polanyi writes in his book “The Great Transformation”, human beings “perish from the effects of social exposure” and die as “victims of acute social dislocation.”

Neoliberalism, as a class project, is a brilliant success. Eight families now hold as much wealth as 50% of the world’s population. The world’s 500 richest people in 2019 added $12 trillion to their assets, while nearly half of all Americans had no savings and nearly 70% could not have come up with $1,000 in an emergency without going into debt. David Harvey calls this “accumulation by dispossession.” This neoliberal assault, antagonistic to all forms of social solidarity that put restraints on amassing capital, has obliterated the self-corrective democratic mechanisms that once made incremental and piecemeal reform possible. It has turned human beings and the natural world into commodities to be exploited until exhaustion or collapse. The ruling elites’ slavish devotion to corporate profit and the accumulation of wealth by the global oligarchy means they are unwilling or incapable of addressing perhaps the greatest existential crisis facing the human species — the climate emergency.

All competing centers of power, including government, have now been seized by corporate power, and corrupted or destroyed. We have undergone what John Ralston Saul calls a coup d’état in slow motion. It is over. They won.

At the same time, these utopians, attempting to project American power and global dominance, launched invasions and occupations throughout the Middle East that have descended into futile quagmires costing the United States between 5 trillion and 7 trillion dollars. This utopian project in Afghanistan, Iraq, Libya, Syria and, by proxy, in Yemen has killed hundreds of thousands, displaced or made refugees of millions, wrecked cities and nations, created failed states that incubate radical jihadist groups and fatally weakened American power. Indeed, these wars, some now in their 18th year, are the greatest strategic blunder in American history. The utopians — culturally, linguistically and historically ignorant of the countries they occupied — believed in their naiveté that they could implant democracy in places like Baghdad and see it emanate out across the Middle East. They assured us we would be greeted as liberators; the oil revenues would pay for reconstruction and Iran would be cowed and defanged. This was no more achievable or grounded in reality than the utopian scheme to unfetter the market and unleash worldwide prosperity and liberty.

Once a cabal — monarchial, communist, fascist or neoliberal — seizes power, its dismantling of the mechanisms that make reform possible leaves those who seek an open society no option but to bring the system down. The corporate state, like the communist regimes I covered in Eastern Europe, is not reformable from within. The failures that plague us are bipartisan failures. On all of the major structural issues, including war and the economy, there is little or no divergence between the two ruling political parties of the U.S. The concentration of wealth and power in the hands of an oligarchic elite, as Aristotle warned, leaves only two options — tyranny or revolution. And we are fast on the road to tyranny.

Neoliberal utopianism, because it suppresses the freedoms to organize, to regulate and to protect the common good and empowers the freedoms to exploit and consolidate wealth and power, is always fated, Polanyi writes, to end in authoritarianism or outright fascism. The good freedoms are lost. The bad ones take over.

Neoliberalism has given rise to the worst form of monopoly capitalism and greatest level of income inequality in American history. The banks and the agricultural, food, arms and communications industries have destroyed regulations that once impeded their monopolies, allowing them to fix prices, suppress wages, guarantee profits, abolish environmental controls and abuse their workers. They have obliterated free market competition.

Unfettered capitalism, as Karl Marx pointed out, destroys the so-called free market. It is hostile to the values and traditions of a capitalist democracy. Capitalism’s final stage, Marx wrote, is marked by the pillage of the systems and structures that make capitalism possible. It is not capitalism at all. The arms industry, for example, with its official $612 billion defense authorization bill — a figure that ignores numerous other military expenditures tucked away in other budgets, masking the fact that our real expenditure on national security expenses is over $1 trillion a year — has gotten the government to commit to spending $348 billion over the next decade to modernize our nuclear weapons and build 12 new Ohio-class nuclear submarines, estimated at $8 billion each. We spend some $100 billion a year on intelligence —read surveillance — and 70% of that money goes to private contractors such as Booz Allen Hamilton, which gets 99% of its revenues from the U.S. government. We are the largest exporters of arms in the world.

The fossil fuel industry swallows up $5.3 trillion a year worldwide in hidden costs to keep burning fossil fuels, according to the International Monetary Fund. This money, the IMF notes, is in addition to the $492 billion in direct subsidies offered by governments around the world through write-offs, write-downs and land-use loopholes.

Taxpayer subsidies to the big banks — JPMorgan Chase, Bank of America, Citigroup, Wells Fargo and Goldman Sachs — are estimated at $64 billion a year, an amount roughly equal to their typical annual profits.

In 1980 freight trains were deregulated. The number of Class I railroads shrank from 40 to 7. Four account for 90% of the industry’s revenue. Nearly one-third of all shippers have access to only one railroad.

President Bill Clinton’s Telecommunications Act of 1996 was touted as a way to open the cable industry to competition. Instead, it saw a massive consolidation of the industry into the hands of about half a dozen corporations that control what 90% of Americans watch or hear on the airwaves.

The airline industry, freed from regulation, was rapidly consolidated. Four airlines control 85% of the domestic market. They have divided the country into regional hubs where they extort fees, fix prices, cancel flights at will, leaving passengers stranded without compensation, and provide shoddy service.

The pharmaceutical and insurance corporations that manage our for-profit health care industry extracted $812 billion from Americans in 2017. This represents more than one-third (34.2%) of total expenditures for doctor visits, hospitals, long-term care and health insurance. If we had a public health system, such as in Canada, it would save us $600 billion in costs in a single year, according to a report by Physicians for a National Health Plan. Health administration costs in 2017 were more than fourfold higher per capita in the U.S. than in Canada ($2,479 versus $551 per person), the group notes. Canada implemented a single-payer “Medicare for All” system in 1962. In 2017, Americans spent $844 per person on insurers’ overhead. Canadians spent $146.

Neoliberalism cannot be defended as more innovative or more efficient. It has not spread democracy, and by orchestrating unprecedented levels of income inequality and political stagnation has vomited up demagogues and authoritarian regimes that falsely promise vengeance against ruling elites who betrayed the people. Our democracy under this assault has been replaced with meaningless political theater.

As the academics Benjamin Page and Martin Gilens detailed in their exhaustive 2017 study “Democracy in America?”:

the best evidence indicates that the wishes of ordinary Americans [have] little or no impact on the making of federal government policy. Wealthy individuals and organized interest groups—especially business corporations—have … much more political clout. … [T]he general public [is] … virtually powerless. … The will of majorities is … thwarted by the affluent and the well-organized, who block popular policy proposals and enact special favors for themselves. … Majorities of Americans favor specific policies designed to deal with such problems as climate change, gun violence, an untenable immigration system, inadequate public schools, and crumbling bridges and highways. … Large majorities of America favor various programs to help provide jobs, increase wages, help the unemployed, provide universal medical insurance, ensure decent retirement pensions, and pay for such programs with progressive taxes. Most Americans also want to cut “corporate welfare.” Yet the wealthy, business groups, and structural gridlock have mostly blocked such new policies. …

There should be no debate about how to effect change. Piecemeal and incremental reform is always preferable to the inevitable anarchy any power vacuum creates. The problem is that our utopian engineers in their giddy dismantling of an economic and democratic system, as well as their draining of state resources in the wars they prosecute overseas, have dynamited the tools that could save us. They have left us no option but to revolt and remove them from power.

We will carry out sustained acts of civil disobedience to bring down these corporate oligarchs or live in an Orwellian tyranny, at least until the climate emergency renders the human species extinct. Regulations, laws, planning and control are not the enemies of freedom. They keep capitalists from extinguishing freedom, denying justice and abolishing the common good. The freedom of the capitalist class to exploit human beings and the natural world without restraint transforms the freedom for the many into freedom for the few. That was always the point.

Chris Hedges
December 9, 2019

The Democratic Party and its liberal supporters are perplexed. They presented hours of evidence of an impeachable offense, although they studiously avoided charging Donald Trump with impeachable offenses also carried out by Democratic presidents, including the continuation or expansion of presidential wars not declared by Congress, exercising line-item veto power, playing prosecutor, judge, jury and executioner to kill individuals, including U.S. citizens, anywhere on the planet, violating due process and misusing executive orders. Because civics is no longer taught in most American schools, they devoted a day to constitutional scholars who provided the Civics 101 case for impeachment. The liberal press, cheerleading the impeachment process, saturated the media landscape with live coverage, interminable analysis, constant character assassination of Trump and giddy speculation. And yet, it has made no difference. Public opinion remains largely unaffected.

Perhaps, supporters of impeachment argue, they failed to adopt the right technique. Perhaps journalists, by giving voice to opponents of impeachment—who do indeed live in a world not based in fact—created a false equivalency between truth and lies. Maybe, as Bill Grueskin, a professor at the Columbia University Journalism School, writes, impeachment advocates should spend $1 million to produce a kind of movie trailer for all those who did not sit through the hours of hearings, to “boil down the essentials of the film” and provide “a quick but intense insight into the characters, setting the scene with vivid imagery—to entice people to come back to the theatre a month later for the full movie.” Or perhaps they need to keep pounding away at Trump until his walls of support crumble.

The liberal class and the Democratic Party leadership have failed, even after their defeat in the 2016 presidential election, to understand that they, along with the traditional Republican elites, have squandered their credibility. No one believes them. And no one should.

They squandered their credibility by promising that the North American Free Trade Agreement (NAFTA) would, as claimed by President Bill Clinton, create 200,000 new, well-paying jobs per year; instead, several million jobs were lost. They squandered it by allowing corporations to move production overseas and hire foreign workers at daily wages that did not equal what a U.S. unionized worker made in an hour, a situation that obliterated the bargaining power of the American working class. They squandered it by allowing corporations to use the threat of “offshoring” production to destroy unions, suppress wages, extract draconian concessions and push millions of workers into the temp and gig economies, where there are no benefits or job security and pay is 60% or less of what a full-time employee in the regular economy receives. They squandered it by forcing working men and women to take two or three jobs to support a family, jacking up household debt to $13.95 trillion.

They squandered it by redirecting wealth upward, so that during the Clinton administration alone 45 percent of all income growth went to the wealthiest 1%. They squandered it by wiping out small farmers in Mexico, driving some 3 million of them off their lands and forcing many to migrate in desperation to the United States, a human tide that saw the U.S. right wing and President Trump direct mounting rage toward immigrants. They squandered it by turning our great cities into urban wastelands. They squandered it by slashing welfare and social service programs.

They squandered it by supporting endless, futile wars that have an overall price tag of between $5 trillion and $7 trillion. They squandered it by setting up a surveillance system to spy on every American and then lying about it. They squandered it by catering to the big banks and gutting financial regulations, precipitating the 2008 economic meltdown. They squandered it by looting the U.S. Treasury to bail out banks and financial firms guilty of massive financial crimes, ordering the Federal Reserve to hand over an estimated $29 trillion to the global financiers responsible for the crash. They squandered it by not using this staggering sum instead to provide free college tuition to every student or universal health care, repair our crumbling infrastructure, transition to clean energy, forgive student debt, raise wages, bail out underwater homeowners, form public banks to foster investments in our communities at low interest rates, provide a guaranteed minimum income and organize a massive jobs program for the unemployed and underemployed, whose ranks are at least double official statistics.

They squandered it by cutting child assistance programs—most drastically during the Clinton administration—resulting in 16 million children going to bed hungry every night. They squandered it by leaving over half a million Americans homeless and on the streets on any given day. They squandered it by passing laws that keep students burdened by massive college loan debt that has climbed to $1.4 trillion, debt they cannot free themselves from even if they declare bankruptcy. They squandered it by militarizing police and building the world’s largest system of mass incarceration, one with 25% of the world’s prison population. They squandered it by revoking due process and habeas corpus.

They squandered it by passing massive tax cuts for the rich and for corporations, many of which—such as Amazon—pay no federal income tax, ballooning the federal deficit, now at $779 billion and climbing. They squandered it by privatizing everything from intelligence gathering to public education to swell corporate bank accounts at taxpayer expense. They squandered it by permitting corporate money—an estimated $9.9 billion will be spent this presidential election cycle on political advertising—to buy politicians in a form of legalized bribery that sees corporate lobbyists write legislation and create laws. They squandered it by doing nothing to halt the looming ecocide.

The problem is not messaging. The problem is the messenger. The mortal wounds inflicted on our democratic institutions are bipartisan. The traditional Republican elites are as hated as the Democratic elites. Trump is vile, imbecilic, corrupt and incompetent. But for a largely white working class cast aside by austerity and neoliberalism, he at least taunts the elites who destroyed their communities and their lives.

The shakedown that Trump clumsily attempted to orchestrate against the president of Ukraine in the hope of discrediting Joe Biden, a potential rival in the 2020 presidential election, pales beside the shakedown orchestrated by the elites who rule over America’s working men and women. This shakedown took from those workers their hope and, more ominously, their hope for their children. It took from them security and a sense of place and dignity. It took from them a voice in how they were governed. It took from them their country and handed it to a cabal of global corporatists who intend to turn them into serfs.

This shakedown plunged millions into despair. It led many to self-destructive opioid, alcohol, drug and gambling addictions. It led to increases in suicide, mass shootings and hate crimes. This shakedown led to bizarre conspiracy theories and fabrications peddled by a neofascist right wing, deceptions bolstered by the lies told by those tasked with keeping the society rooted in truth and verifiable fact. This shakedown led to the end of the rule of law and the destruction of democratic institutions that, if they had continued to function, could have prevented the rise to power of a demagogue such as Trump.

There is zero chance Trump will be removed from office in a trial in the Senate. The Democratic Party elites have admitted as much. They carried out, they argue, their civic and constitutional duty. But here again they lie. They picked out what was convenient to impeach Trump and left untouched the rotten system they helped create. The divisions among Americans will only widen. The hatreds will only grow. And tyranny will wrap its deadly tentacles around our throats.
